Stephen was born in New Bedford, MA to Joyce Gaspar (Braz) Quiles and Stephen H. Francis. He had worked as a fisherman.

He is survived his mother and father, Joyce and Stephen; his son, Stephen H. Francis lll; grandchildren, Jaylen C Francis, Ryan, Nicole and Sabrina and his sisters, Mindy R. Quiles and Diane H. Francis.
